Archived Election Details

In-Person absentee voting and mailed absentee voting will begin February 14th. In-Person Absentee voting will be at the Marshall County Courthouse, Auditor’s Office, 3rd Floor, 1 East Main St., Marshalltown. Office hours are 8:00 AM to 4:30 PM. If requesting a mailed ballot, the request form needs to be received in our office by 5 PM on February 19th. Last day to pre-register to vote for the Special Election is February 19, 2024 At 5PM.

NOTICE OF CITY SCHOOL SPECIAL ELECTION

     MARSHALL COUNTY, STATE OF IOWA

 

 

Notice is hereby given to the qualified electors of Marshalltown City, Laurel City, Marshalltown Community School District in Marshall County and East Marshall Community School District in the Counties of Marshall, Poweshiek, and Jasper in the State of Iowa, that a Special City School Election will be held on Tuesday, March 5, 2024. The polls for said election will be open from 7:00 a.m. until 8:00 p.m.  Voting locations have changed for voters for this Special Election. Precinct Maps and Sample Ballots are available on our website https://elections.marshallcountyia.gov/

 

The polling places shall be as follows:

 

Albion Fire Station- Marshalltown CSD residents within Marietta, Bangor, Liscomb and Taylor Townships in Marshall County

Legrand Community Building- East Marshall CSD and Marshalltown CSD residents within Green Castle, LeGrand, and Marion Townships in Marshall County

Laurel City Hall- - Laurel City residents. Marshalltown CSD residents within Logan, Washington, Jefferson, and Timber Creek Townships in Marshall County, East Marshall CSD residents within Logan, Jefferson and Timber Creek Townships in Marshall County AND ALL East Marshall residents of Poweshiek and Jasper Counties.

Marshalltown Public Library- Marshalltown City residents within Ward 1 and Ward 2.

Redeemer Lutheran Church- Marshalltown City residents within Ward 3 and Ward 4.

 

Any voter who is physically unable to enter a polling place has the right to

vote in the voter’s vehicle.  For further information, please contact the Marshall County Auditor’s office at (641)754-6302 or by e-mail at election@marshallcountyia.gov   For TTY access, dial 711 + 641-754-6302.

 

Pre-registered voters are required to provide an approved form of identification at the polling place before receiving and casting a regular ballot. The deadline to pre-register is Monday, February 19, 2024 at 5:00 PM. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) 1) may have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by Noon on Monday, March 11, 2024. Election Day Registrant attesters must provide an approved form of identification. In-Person absentee voting and mailed absentee voting will begin February 14th. Proposition A – Laurel City LOSST

Shall the Following Public Measure be Adopted?

Summary: To authorize imposition of a local sales and services tax in the City of Laurel, Iowa at the rate of one percent (1%) to be effective from July 1, 2025.

Full Text: A LOCAL SALES AND SERVICES TAX shall be imposed in the City of Laurel, county of Marshall, at the rate of one percent (1%) to be effective from July 1, 2025, until repealed by ballot vote of the qualified electors of the incorporated area of the City of Laurel, Iowa, at a regular city election.

Revenues from the sales and services tax are to be allocated in the City of Laurel, County of Marshall, as follows:

1.         Zero percent (0%) for property tax relief

2.         Fifty percent (50%) to be used for the continuation of the maintenance of streets and alleys and the      continuation of the maintenance    operations of the streets and alleys department within the City of Laurel, Iowa.

3.         Fifty percent (50%) to be used in the General Fund for any lawful purpose of the City of Laurel, Iowa

 

Proposition B – Marshalltown City LOSST

Shall the Following Public Measure be Adopted?

Summary: To authorize a change in the use of the one percent (1%) local sales and services tax in the City of Marshalltown effective July 1, 2025.

Full Text: The use of the one percent (1%) local sales and service tax shall be changed in the City of Marshalltown effective July 1, 2025 with no sunset date.

PROPOSED USES OF THE TAX:

If the change is approved, revenues from the sales and services tax shall be allocated as follows:

75% for property tax relief

The specific purpose(s) for which the revenue shall otherwise be expended is (are):

25% any lawful purpose as authorized by the City Council

CURRENT USES OF THE TAX:

Revenues from the sales and services tax are currently allocated as follows:

78% for property tax relief

The specific purpose(s) for which the revenue shall otherwise be expended is (are):

22% any lawful purpose as authorized by the City Council

 

 

Proposition C – Marshalltown CSD PPEL

Shall the Following Public Measure be Adopted?

Shall the Board of Directors of the Marshalltown Community School District, in the County of Marshall, State of Iowa, for the purpose of purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses; expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy annually, a voter-approved physical plant and equipment property tax not to exceed One Dollar Thirty-Four Cents ($1.34) per One Thousand Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing with the levy for collection in the fiscal year ending June 30, 2026, or each year thereafter?

 

Proposition D – East Marshall CSD PPEL

Shall the Following Public Measure be Adopted?

Shall the Board of Directors of the East Marshall Community School District, in the Counties of Jasper, Marshall, Poweshiek, and Tama, State of Iowa, for the purpose of purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses; expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy annually, a voter-approved physical plant and equipment property tax not to exceed Sixty-Seven Cents ($0.67) per One Thousand Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing with the levy for collection in the fiscal year ending June 30, 2026, or each year thereafter?

Monday, February 19 - 8:00 AM - 5:00 PM at the Auditor/Recorder's Office, 1 East Main St, 3rd Floor.

Friday February 23 – All County Offices are closed for training.

Friday, March 1 - 8:00 AM - 5:00 PM at the Auditor/Recorder's Office, 1 East Main St, 3rd Floor.

Election Day, March 5 - 7:00 AM- 8:00 PM at the Marshall County Election Center, 107 S 1st Ave.

VOTER ACCESSIBLITY

All voting sites are fully accessible to persons with physical disabilities. Each polling place has a voter assist ballot marking device which allows persons with disabilities to vote independently. Voters may also choose another person to assist them to vote, except their employer, employer’s agent, or an officer or agent of the voter’s union.
