City/School Election
School and City Elections are combined and held in November of odd-numbered years. A City election is used to elect the Mayor and Council Members and any other elected city officials. A School Election is an election to select School Board members within the district.

NOTICE OF REGULAR CITY/SCHOOL ELECTION

MARSHALL COUNTY, STATE OF IOWA

 

Notice is hereby given to the qualified electors of the County of Marshall, State of Iowa, that the City/School Election will be held on Tuesday, November 7, 2023.  The Polls for said election will be open from 7:00 a.m. until 8:00 p.m.  Voters must vote in their precinct of residence.  Please read this notice carefully to determine your correct voting location.  Voting locations have changed for some voters.  If you are unsure of your voting precinct for the election, please contact the Marshall County Auditor/Recorder & Commissioner of Elections at 641-754-6302 or by e-mail election@marshallcountyia.gov.  You may also verify the voting location for your home address at:https://sos.iowa.gov/elections/voterreg/pollingplace/search.aspx. Precinct Maps and Sample ballots are available on our website https://elections.marshallcountyia.gov/

 

Pre-registered voters are required to provide an approved form of identification at the polling place before receiving and casting a regular ballot. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) 1) may have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by Noon on Monday, November 13, 2023. Election Day Registrant attesters must provide an approved form of identification. VOTER ACCESSIBLITY

Any voter who is physically unable to enter a polling place has the right to vote in the voter’s vehicle.  For further information, please contact the Marshall County Auditor’s office at (641)754-6302 or by e-mail at election@marshallcountyia.gov  For TTY access, dial 711 + 641-754-6302

All voting sites are fully accessible to persons with physical disabilities. Each polling place has a voter assist ballot marking device which allows persons with disabilities to vote independently. Voters may also choose another person to assist them to vote, except their employer, employer’s agent, or an officer or agent of the voter’s union.

Special paper ballots will be used. A list of all Offices, Candidates and Public Measures are published as a part of this notice. Voters will see public measures, city, school, and college races on their ballots.

Summary: To authorize imposition of a local sales and services tax in the City of State Center, Iowa at the rate of one percent (1 %) to be effective from July 1, 2025.

Full Text: A local sales and services tax shall be imposed in the City of State Center, Iowa at the rate of one percent (1%) to be effective from July 1, 2025. Revenues from the sales and services tax shall be allocated as follows: 0% for property tax relief

The specific purposes for which the revenues shall otherwise be expended are: Not less than 50%-Street replacement or repair; Not more than 25%-Public safety; Not more than 25%-General corporate purposes of the City

Shall the following public measure be adopted?

Full Text: Shall the City of State Center, in Marshall County, State of Iowa, enter into a loan agreement and issue general obligation bonds in an amount not exceeding $1,500,000 for the purpose of paying the cost, to that extent, of constructing, furnishing, and equipping a municipal fire station / EMS facility?

Full Text: Shall the Board of Directors of the BCLUW Community School District in the Counties of Grundy, Hardin, and Marshall, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $8,800,000 to provide funds to construct, build, furnish, and equip additions to the Elementary and High School buildings; to renovate, remodel, repair, improve, furnish and equip portions of the Elementary building and improve the site; renovate, remodel, repair, improve, furnish, and equip portions of the High School building, including the Auditorium, and improve the site?

Full Text: Shall the Board of Directors of the Collins-Maxwell Community School District, in the Counties of Story, Jasper, Marshall, and Polk, State of Iowa, for the purpose of purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses; expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy annually, a voter-approved physical plant and equipment property tax not to exceed One Dollar Thirty-Four Cents ($1.34) per One Thousand Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing with the levy for collection in the fiscal year ending June 30, 2026, or each year thereafter?

Full Text:  Shall the Board of Directors of the Eldora-New Providence Community School District in the Counties of Hardin, Grundy, and Marshall, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $11,000,000 to provide funds to build, furnish, and equip additions to the elementary and high school facilities, with related remodeling, improvements, and site improvements?

Voter registration forms, absentee ballot application forms, and information regarding documents acceptable to prove identification and residency, are available from the Marshall County Election Center 107 S 1st Ave, or the Marshall County website https://elections.marshallcountyia.gov . Voter registration forms and absentee ballot applications are also available at the public libraries. The forms must be signed, mailed or hand delivered to the Marshall County Auditor/Recorder’s Office.

 

ELECTION RESULTS—CITY/SCHOOL ELECTION

 Results for city, school, and community college races and measures may come from more than one county depending on the boundaries of the city, school district, or community college. Most counties in Iowa will be reporting their results to a single website hosted by the Iowa Secretary of State so that voters may see the combined results for all races and measures. The link to that site will be posted on the home page of the Marshall County website: https://elections.marshallcountyia.gov. Results are not final until the final canvass is conducted, which may be one to two weeks after the election, depending on the jurisdiction
