General Election
A General Election is the election in which federal and state officers, members of Congress and of the general assembly, county and township officers, and other officers appear on the ballot. General Elections are held the 1st Tuesday after the 1st Monday in November of each even-numbered year.

NOTICE OF THE  2024 GENERAL ELECTION

MARSHALL COUNTY, STATE OF IOWA

 

Notice is hereby given to the qualified electors of the County of Marshall, State of Iowa, that the General Election will be held on Tuesday, November 5, 2024.  The Polls for said election will be open from 7:00 a.m. until 8:00 p.m.  Please read this notice carefully to determine your correct voting location.  Voting locations have changed for some voters.  If you are unsure of your voting precinct for the election, please contact the Marshall County Auditor/Recorder & Commissioner of Elections at 641-754-6302 or by e-mail election@marshallcountyia.gov.  You may also verify the voting location for your home address at https://sos.iowa.gov/elections/voterreg/pollingplace/search.aspx. Precinct Maps and Sample ballots are available on our website https://elections.marshallcountyia.gov/

 

Pre-registered voters are required to provide an approved form of identification at the polling place before receiving and casting a regular ballot. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) 1) may have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by Noon on Tuesday, November 12, 2024. Election Day Registrant attesters must provide an approved form of identification. ABSENTEE VOTING

Voters may cast an absentee ballot at the Election Center during office hours beginning October 16, 2024 until Monday, November 4, 2024, at 4:30 p.m.

Monday, October 21, 2024 @ 5:00 PM is the deadline an absentee ballot can be requested to be mailed to a voter. Absentee ballots cannot be mailed to persons who have not registered to vote. Unregistered voters may submit a completed voter registration form with their absentee ballot application if the completed forms will be received in the Auditor/Recorder’s Office by Monday, October 21, 2024 @ 5:00 PM. Persons registering to vote after Monday, October 21, 2024 @ 5:00 PM shall not be mailed an absentee ballot but may vote in person at the Marshall County Election Center until 4:30 PM on Monday, November 4, 2024 (or at their polling place on election day) upon providing proof of identity and residency. Voters may check the status of their absentee ballot by contacting the Marshall County Auditor/Recorder’s Office, or at http://sos.iowa.gov/elections/absenteeballotstatus/search.aspx.

 

WHERE TO GET FORMS

Voter registration forms, absentee ballot application forms, and information regarding documents acceptable to prove identification and residency, are available from the Marshall County Election Center 107 S 1st Ave, or the Marshall County website https://elections.marshallcountyia.gov . The forms must be signed and dated. Mail or hand deliver requests forms to the Marshall County Auditor/Recorder’s Office at 1 East Main Street, Marshalltown, IA 50158.

HOW TO RETURN YOUR BALLOT

1. Mail your ballot so that is received before 8 PM CT on Election Day – November 5

2. Hand-deliver your ballot to the Marshall County Election Center during business hours or any time up until 8 PM CST on Election Day – November 5

3. Drop your ballot into the drop box located at the Marshall County Election Center, 107 S 1st Ave anytime up to Election Day by 8 PM.-November 5

Marshalltown City Ward 3 – Our Savior Lutheran Church, 3001 S 6th Street, Marshalltown has been established as the new polling location for all residents in the City of Marshalltown Ward 3. This replaces Marshalltown Arts & Civic Center 

VOTER ACCESSIBLITY

Any voter who is physically unable to enter a polling place has the right to vote in the voter’s vehicle.  For further information, please contact the Marshall County Auditor’s office at (641)754-6302 or by e-mail at election@marshallcountyia.gov  For TTY access, dial 711 + 641-754-6302

All voting sites are fully accessible to persons with physical disabilities. Each polling place has a voter assist ballot marking device which allows persons with disabilities to vote independently. Voters may also choose another person to assist them to vote, except their employer, employer’s agent, or an officer or agent of the voter’s union.

Special paper ballots will be used. A list of all Offices, Candidates and Public Measures are published as a part of this notice. Voters will see Federal, State, County and School Offices.

PUBLIC MEASURES

Constitutional Amendment 1

Summary: Provides for only U.S. citizens aged 18 or older and meeting state and county residency requirements to vote in all elections. Further provides that 17-year-olds who will be 18 years old by the General Election are eligible to vote in the primary election, subject to the same citizenship and residency requirements. 

Full Text: Section 1 of Article II of the Constitution of the State of Iowa, as amended by the amendment of 1970, is repealed and the following adopted in lieu thereof:  Section 1. Electors. Only a citizen of the United States of the age of eighteen years, who shall have been a resident of this state for such period of time as shall be provided by law and of the county in which the citizen claims the citizen’s vote for such period of time as shall be provided by law, shall be entitled to vote at all elections which are authorized by law. However, for purposes of a primary election, a United States citizen must be at least eighteen years of age as of the next general election following the primary election. The required periods of residence shall not exceed six months in this state and sixty days in the county.  

 

 

Constitutional Amendment 2

Summary: Provides that the lieutenant governor will act as the governor if there is a temporary disability of the governor. Further provides that the lieutenant governor or lieutenant governor-elect will be the governor or governor-elect in the case of the resignation, death, or permanent disability of the governor or governor-elect thus creating a vacancy in the office of lieutenant governor or lieutenant governor-elect, as appropriate. 

Full Text: Section 17 of Article IV of the Constitution of the State of Iowa is repealed, and the following adopted in lieu thereof:   Sec. 17.  Lieutenant governor or lieutenant governor-elect to become or act as governor or governor-elect.  If there is a temporary disability of the governor, the lieutenant governor shall act as governor until the disability is removed, or the governor dies, resigns, or is removed from office. In case of the death, resignation, or removal from office of the governor, the lieutenant governor shall become governor for the remainder of the term, which shall create a vacancy in the office of lieutenant governor. This section shall also apply, as appropriate, to the governor-elect and the lieutenant governor-elect.

Summary: To authorize imposition of a new local sales and services tax in the unincorporated area of the County of Marshall, that will continue without repeal of the existing local sales and services tax at the rate of one percent (1%) to be effective on July 1, 2025, until repealed.

Full Text: A new local sales and services tax shall be imposed in the unincorporated area of the County of Marshall that will continue without repeal of the existing local sales and services tax at the rate of one percent (1%) to be effective on July 1, 2025, until repealed.

Revenues from the sales and services tax are to be allocated as follows:

Fifty (50%) for property tax relief.

Fifty (50%) for bridge and roadway culvert repair, inspection, upkeep and replacement.

ELECTION RESULTS

Marshall County will be reporting their results to a single website hosted by the Iowa Secretary of State so that voters may see the combined results for all races. The link to that site will be posted on the home page of the Marshall County website: https://elections.marshallcountyia.gov. Results are not final until after the canvass is conducted. The first canvass will be held on November 13, 2024, at 2:00 PM. The 2nd Tier Canvass for the School Districts with Bond Referendums will be held on November 18, 2024, at 9:00 AM.
